Privacy rate shows the share of all dwellings that are private or non-private. Each rate is the count in that group divided by the total number of dwellings.
From the jump-off year on, this rate is carried forward and applied to total dwellings.
Most dwellings are private. The number of private dwellings then feeds into the occupancy and structure pages, which only cover private dwellings.
