Population at Risk Explained Demographic Concept

The population at risk is the group of people who could experience a given demographic event. For births, it is women of child-bearing age. For deaths at a given age, it is the people alive at that age. Occurrence rates use the population at risk as their base.

Place Forecast uses the population at age minus one in the year before as the population at risk for rate calculations. This is called diagonal cohort shifting.
