The housing and dwelling assumption forecast dataset is an axiomatic dataset. It is a council dataset that holds the dwelling assumption adjustments and housing assumption adjustments entered for a forecast.

An assumption that adds dwellings can include an average household size and an occupancy rate. Both are optional for dwelling types the area already has. They are required when an assumption adds private dwellings of a type the area has none of. Such a row is marked invalid until both figures are supplied.

A Donor row uses only the small area, category, donation and description columns. The Donation column names a donation held against the forecast, and the other columns carry no meaning on such a row.
