Dwelling-based target scaling is how Place Forecast links dwellings to population. For each dwelling type, the system multiplies the dwelling count by average household size to get a target population. If the target is higher than the projected total, in-migration is increased. If it is lower, in-migration is reduced; if that is not enough, out-migration is increased as well. This step runs after migration balancing in each projection year.
