Dwelling assumption adjustments shows manual changes to the dwelling count. These come from council input.

Each adjustment can either add, reduce, override, or cap the number of dwellings. They appear as a layer in the dwellings by origin report.

A Donor row is different: it changes no dwelling counts. Instead it points the area's demographic rates at a donation captured from another area, used when the area holds too few people per age and sex cell for its own rates to be stable.

An assumption can include its own occupancy rate. That rate splits the assumption's dwellings into occupied and unoccupied, and shifts the area's rate from then on.
