Dwelling assumption adjustments shows manual changes to the dwelling count. These come from council input.
Each adjustment can either add, reduce, override, or cap the number of dwellings. They appear as a layer in the dwellings by origin report.
An assumption can include its own occupancy rate. That rate splits the assumption's dwellings into occupied and unoccupied, and shifts the area's rate from then on.
