The ageing report shows the ageing effect within a filtered age group. Growing up counts people who enter the age group from below. Growing out counts people who leave it by moving to the next age group. The ageing total is growing up minus growing out. Every person who grows into any age group has also grown out of another. When looking at the total population, the flows cancel each other and the ageing total is zero. The report only reveals useful patterns when an age filter narrows the view to a particular range.
Ageing is not about the population getting older in a general sense. It measures how many people flow into and out of a given age range each year. When more people grow into the group than grow out, the ageing figure is positive.
This matters most when looking at a narrow age range. A large inflow of young adults into the 25 to 34 group, for example, can boost that group even if natural change and net migration stay flat. The ageing report works alongside natural change and net migration to explain annual population change.
